The U.S. Small Business Administration (SBS) was created in 1953 as an independent agency of the federal government to aid, counsel, assist and protect the interests of small business concerns to preserve free competitive enterprise and to maintain and strengthen the overall economy of our nation. Small Business Innovation Research and Small Business Technology Transfer Programs

The SBA's Office of Technology administers the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. Eleven federal departments participate in the SBIR program. Five departments participate in the STTR program awarding $2 billion to small high tech businesses.
