Mr. Juan Carlos Botero is the Director of the World Justice Project's Rule of Law Index, where he has led the development and implementation of the Index for the past three years. His previous experience as researcher at Yale University and the World Bank focused on developing indicators to measure performance of institutions in countries around the world. Previously, he served the Colombian government as Chief Legal Counsel of the Ministry of Commerce, Industry and Tourism, Director of the Colombian Government Trade Bureau in Washington D.C., member of the Advisory Board of the Colombian antitrust and consumer protection agency, and Judicial Clerk at the Colombian Constitutional Court. A national of Colombia, Botero holds a Law degree from Universidad de los Andes and a Master of Laws from Harvard University. He has taught legal theory and comparative law at the Universidad de los Andes in Colombia and Universidad Privada Boliviana in Bolivia. His academic publications have focused on the areas of rule of law, labor regulation, child labor, and judicial reform.
