Transit Benefit

Eligibility for participation in the transit program requires an FTE .80 or higher.

2016 IRS Transit Monthly Allowance Increase

The transit allowance for 2016 is $255. This includes payroll deductions that can be used for transit only (Ventra, Metra, Pace and etc). We DO NOT participate in an IRS parking allowance program. This means that employees' total monthly payroll deductions cannot exceed $255. Benefit Express and Human Resources will work in partnership to adjust all transit accounts for those who wish to increase their transit deductions. The IRS transit limits are subject to change at any time. We will communicate any changes to employees in a timely fashion and provide guidance on how to make changes to elections if needed.

How the Program Works

Enroll in the Transit Benefit Program at www.LoyolaExpress.com. Enrolling online is easy and safe. Our secure website is set up to automatically lead users through easy enrollment steps with instructions online. After you log on, the website will prompt you to enter your LOYOLA USERNAME and your LOYOLA PASSWORD. You may phone Benefit Express—Customer Service at 877.837.5017 if you have questions or enrollment problems. New participants will receive a transit debit Mastercard in the mail from Benefit Express shortly after enrollment, so be on the lookout for a plain white envelope containing your card.

Employees may log on at any time to view or change elections. Employees DO NOT have to access Benefit Express site via the Lawson portal. To start, stop, or change election(s) online, the cut-off date is the 14th of each month. The new change will be effective with the following full month’s payroll deduction(s) taken for the subsequent month’s transit fare media. This simply means that employees pay for transit a month in advance. Employees make changes or elections one month, and the following month will see the actual changes in payroll deductions. The following month, employees will be able to use the new transit election amount.

The Benefits Debit Card is a debit Master Card that gives easy access to ALL reimbursement accounts combined into one card.

The following are highlights about the Debit Master Card:

All transit participants have been moved to the Benefit Express Debit Master Card. Participants will now use this Debit Card to fund their Ventra Cards (online or via kiosk) or purchase their Metra Passes or Link Up passes. Transit dollars or Debit Cards cannot be used to pay for any type of parking, including University parking lots and CTA or Metra park and ride lots.

The Benefit Express Debit Master card is the same card Flexible Spending participants use for their FSA account. Employees that currently receive both transit and flexible spending will use the same card for all of their spending accounts. Those that only participate in the transit program should have received a Benefit Express Debit Card from Benefit Express in November. Participants that have lost, misplaced, or never received their Benefit Express Debit Master Card should contact Benefit Express directly at 877.837.5017 to have their card replaced.

The timeframe for electing, changing, or stopping transit elections remains the same. It will still take 6–8 weeks for all transit adjustments to take place. All transit participants will continue to make changes to their elections online at loyolaexpress.com or by contacting Benefit Express directly. Benefit Express will continue to manage transit elections, but they will not purchase/replace Ventra cards, set-up/create Ventra accounts, load payroll deductions directly to Ventra Cards, or troubleshoot issues with the Ventra Card or their web portal. Employees will need to follow the instructions provided on the Ventra website to set up their accounts so that Ventra Cards properly deduct transit from Debit Cards. Transit deductions taken for the current month will be available for use by the 1st of the following month.

Leaving the University

If employees decide to leave the University they should contact the Benefits Department and Benefit Express as soon as possible so that we can make adjustments to employees' transit accounts. Once Benefit Express is notified of an employee's termination, his or her Debit Master Card will be shut off and all purchases not made on the card prior to termination will have to be submitted via a reimbursement form and sent directly to Benefit Express. Refunds are not guaranteed and are subject to University payroll and Benefit Express deadlines.

Employees are strongly encouraged to keep track of their transit payroll deductions via Employee Self Service and report any payroll deduction errors to benefits@luc.edu as soon as possible. This includes errors in the deduction amount or if an employee has access to transit dollars but no payroll deductions.
