Eligibility for participation in the transit program requires an FTE .80 or higher.
2014 IRS Transit Monthly Allowance Decrease
Effective January 1, 2014 IRS has decreased the monthly transit limit from $245.00 to $130.00. This means that your total monthly payroll deductions cannot exceed $130.00. Benefit Express and Human Resources will work behind the scenes to adjust all transit accounts that currently exceed the limit down to the max of $130.00. The IRS transit limits are subject to change at any time. We will communicate any changes to you in a timely fashion and provide guidance on how to make changes to your elections if needed.
How the Program Works
Enroll in the Transit Benefit Program via the Internet at: www.LoyolaExpress.com. Using the Internet to enroll is easy and safe. Our secure website is set up to automatically take you through easy enrollment steps with instructions on line. After you log on, the website will prompt you to enter your LOYOLA USERNAME and your LOYOLA PASSWORD. You may phone Benefit Express – Customer Service at (877) 837-5017 if you have questions or enrollment problems.
You may log on at any time to view or change your elections. To change your election(s) online, the cut-off date is the 14th of each month. Your new change will be effective with the following full month’s payroll deduction(s) taken for the subsequent month’s transit fare media.
In an effort to allow flexibility and convenience we will be transitioning ALL current transit participants CTA and Metra to the Benefit Express Benefit Debit Card. The Benefits Debit Card is a debit Master Card that gives you easy access to ALL reimbursement accounts combined into one card.
The following are highlights about the Debit Master Card:
- No debit card fee
- Easy access to all reimbursement accounts (Health Care FSA, Dependent Care and Transit)
- The card will be funded with your monthly Transit election contribution by the last week of every month. These funds will be available to use by 1st of the following month.
- The card has a three year expiration date
- Can be used to fund the Central Card or purchase single use Ventra passes or Metra Tickets
- Can use the debit card as a form of payment for your Ventra Card or use the card to purchase transit at any Ventra or Metra transit outlets.
- Any transit dollars not used will continue to rollover from month to month.
- Outlets such as participating Jewels and Walgreens can use your Benefit Card to add value to your Ventra card.
All transit participants have been moved to the Benefit Express Debit Master Card. Transit participants that used the Chicago Card, Chicago Card Plus, Reduced Fare Card, Disposable Passes and Metra Vouchers will now have their payroll deductions loaded to the Benefit Express Debit Master Card to purchase or fund their transit. Participants will now use this Debit Card to fund their Ventra Cards (online or via kiosk) or purchase their Metra Passes or Link Up passes. Participants will no longer receive monthly email notifications from Human Resources about their transit and they are no longer required to come to Human Resources.
The Benefit Express Debit Master card is the same card Flexible Spending participants use for their FSA account. Employees that currently receive both transit and flexible spending will use the same card for all of their spending accounts. Those that only participate in the transit program should’ve received a Benefit Express Debit Card from Benefit Express in November. Participants that have lost, misplaced or never received their Benefit Express Debit Master Card should contact Benefit Express directly at 1-877-837-5017 to have their card replaced. Since we have the new Debit Card system in place there is no longer a need differentiate between RTA and CTA when making changes to your election amounts. Starting 2014 your payroll deductions will appear as “transit” only.
The timeframe for electing, changing or stopping transit elections remain the same. It will still take 6-8 weeks for all transit adjustments to take place. All transit participants will continue to make changes to their elections online at loyolaexpress.com or contact Benefit Express directly. Benefit Express will continue to manage your transit elections however they will not purchase/replace Ventra cards, set-up/create Ventra accounts, load your payroll deductions directly to your Ventra Card or troubleshoot issues with the Ventra Card or their web portal. Employees will need to follow the instructions provided on the Ventra website to set-up their accounts so that your Ventra Card deducts your transit from your Debit Card properly. Transit deductions taken for the current month will be available for use by the 1st of the following month.
